In response to the new southward policy, the doctoral program of the Department of Economics at Feng Chia University was changed to English-taught courses in 2015, and the target students were also changed to mainly international students. Phuong Huu Khiem from Vietnam was the first to be enrolled after the transformation. Under the guidance of the department's teacher Guo Youcheng, he obtained his doctorate degree in 2020. After graduation, he returned to the Thai Nguyen University to teach. Recently, the SSCI International Journal Economic Analysis and Policy (2020 Impact Factor 2.50) announced the best paper of 2020. Phuong Huu Khiem(first author) and three other authors co-authored "Does tuition fee policy reform encourage poor children's school enrolment?" Evidence from Vietnam" was selected; the book was adapted from a chapter in Fang Youqian's doctoral dissertation, which explores the potential impact of Vietnam's public policy changes on the education of students at all levels.

The main finding of the study is that the government's tuition reduction and exemption and tuition subsidy policies for poor families do help to increase the registration rate of elementary and middle school students, but it has little effect on high school students. Due to the rigorous research and analysis methods of this article, and the important policy recommendations that can be provided to developing countries like Vietnam, and a lot of contributions to the implementation of policies, it was selected as the annual paper and received a bonus of 1,000 US dollars. This work is the first journal paper published by Fang Youqian alumni, and it is not easy to stand out among many papers.

In addition, another article "Health Insurance Reform Impact on Children's Educational Attainment: Evidence from Vietnam" co-authored by Phuong Huu Khiem and advisory professor Guo Youcheng has also been accepted for publication in SSCI journals. After the transformation of the doctoral program of the Department of Economics of Feng Chia University, many excellent international students were recruited. Dong Manh Cuong, who also comes from Vietnam who graduated in 2019, ha won the best paper award in the 4th Eastern Asia Meeting on Bayesian Statistics, EAC-ISBA 2019. This reflects the rigorous doctoral training of Feng Chia University, Not only can produce abundant research capacity but also can nurture many international talents.
